If the traders come together and speak with one voice, you might find you get heard.Liverpool listen to local management, not to the traders, and this is the real problem.

Of course they are within their rights. They'd just be dumb to do so. Evening opening has been absolutely central to the current revival of the arcade, so making it too difficult or expensive will just kill it off, slowly and it'll revert to the half-empty ghost-town it was for most of the preceding twenty years.I imagine that the reason no one wants to take on that coordinating role is that (apart form being busy) all the traders have very different ideas of exactly what they want and on exactly which terms so finding consensus will probably be tricky. Which kind of puts the market owners' position into perspective too.
I would really try to avoid seeing this as a 'fight' as the owners are quite within their rights to walk away if it looks like becoming too much hassle. I hope you manage to get something sorted - late night opening is definitely worth it for the catering businesses.
Well I have no idea what's gone on between then and now but apparently BV is now open until 11.30/midnight Thursday to Saturday.
Almost. An outbreak of common sense by the sounds of it
Good luck FortyPlus and all traders.
I'm still working my way round all the places I want to try, and somewhere new has opened each time I come.
