It's because England are our only true rivals, although when we play Northern Ireland it gets a bit tetchy too. But with everybody else we're sweet.

England don't see us as rivals, of course; we tend to get the 'awww how cute' patronising older brother treatment.

Same reason why you won't find many English fans wishing Argentina or Germany well. Or Liverpool fans cheering United, or Spurs fans cheering Arsenal, etc etc.
