Refs just seem to have stopped giving penalties entirely. There's got to have been 10 stonewalls and as many again 50-50s that refs have turned down since that first Brazil one...

Deliberate can be interpreted as arm in an unnatural position and his arguably were, intent or no. Plus it looked like it could have gone in otherwise.

Enough for a penalty there, IMO, but not a sending off.
