Yes, but one of the most crime ridden parts of Central America.

£25k would go furthest in Portugal or Bulgaria if you want to stay in Europe. If I wanted to go further, Argentina would probably top the list. Well developed with all mod cons, and your money would be worth double to 3x there, in real terms.

Estonia also has excellent internet. One of the highest ranked in terms of % of population connected, very fast, and scores very well in terms of internet openness/lack of censorship, etc. It has the second best public wifi in the world (with Lithuania coming first).

Estonia would be very high on my list.

It's the only requirement, but I think part of being the "best" place to live would include quality of life, which would be improved by having more cash!

I bet Tokyo's great, but 25k would mean living a pretty miserable existence due to the high costs of everything.
