This looks liek a classic case of jpeg corruption. I used to open photos up in a text editor and mess around with the random code that made up the image to get similar-ish effects.
I would assume what's happening is that when you're moving it from where the image was initially stored there's an issue with the transfer and you're losing data.
If it's like that on the device that you took the picture with you may need to repair or replace the storage - all storage drives unfortunately die eventually.
