Turning off volume limiting on Android 7 ?

My Android 7 phone has taken to randomly killing the volume and forcing me to stop cycling and accept the risk.
Quite how it makes the judgement call I don't know - presumably the level is set for in-ear whereas my Koss's don't fit very closely unless put on a tube hat ...

You really shouldn't be listening to music while cycling if using roads - unless you like getting run over.

It always amazes me when I see cyclists do this - its asking for trouble.

You could sing to yourself instead - that'd be safer.

I can chew gum too.
As it happens I mostly cycle on a converted railway path.
As I implied in my OP, I'm not listening to death metal on in-ear phones.
 
In France I'm going to have to be creative - they fine people there.
Music massively enhances the experience for me - I haven't ruled-out some kind of music provision when ocean swimming ...
I seem to have given up weed now, but that used to add even more and enabled me to push myself to the limit - in those circumstances I used to have the music a fair bit louder.
 
You can override it I'm pretty sure.

From your Android device, go to Settings > General > Restrictions > Enable Restrictions. Your device will prompt you to create a pin to lock the restrictions. Scroll down to the section labeled “Allow changes.” Locate the “volume limit” option and tap “Don't allow changes.”

I recommend bone conducting headphones for cycling. You can still hear around you and you can listen to music at the same time.

my version of Android only offers "network restrictions"

Actually I think I found it - the sound level sliders in the setting are independent of the actual controls so that must be the limiter setting.
