From what I have read on twitter he can be charged at state level & by accepting the pardon he will be admitting guilt. Also means he can be compelled to testify against Trump without being able to plead the Fifth.

Yeah, that sounds accurate to me from what I know of Grand Jury stuff, I've heard of people being given immunity which sounds like a good thing but then means that they lose their right to silence and can be jailed for contempt for not talking - from wiki:

Witnesses compelled by subpoena to appear before a grand jury are entitled to receive immunity in exchange for their testimony. The grant of immunity impairs the witness's right to invoke the Fifth Amendment protection against self-incrimination as a legal basis for refusing to testify.

Per 18 U.S.C. § 6002, a witness who has been granted immunity but refuses to offer testimony to a federal grand jury may be held in contempt. In addition, grand jury witnesses may be prosecuted for perjury or making false statements in their testimony.

Not an expert on pardons but it seems plausible that they would work the same way. Mind you, I can't imagine that Trump's game plan is "first I'll pardon Bannon, and then he'll legally lose the right to refuse to testify against me", but who knows with Trump?

The Council of State ruled that the Culture Ministry was correct in cancelling the concession it had given to the Dignitatis Humanae Institute, or Human Dignity Institute. The court found that the institute had lied when it bid for the lease of the monastery in 2017, claiming it had qualifications to run it that “subsequently were shown to be not true.”

The ruling overturned an earlier decision by a regional administrative tribunal that had sided with the institute.

Buoyed by Donald Trump's 2016 victory and the rise of nationalist sentiment in Europe, Bannon and the institute had launched plans to establish an academy to train populists and nationalists at the 13th century Trisulti monastery, an abbey surrounded by a forest in the province of Frosinone south of Rome.

Bannon had said he would bring in teachers and raise money for the academy, which had been dubbed a “gladiator school” for the alt-right.

But, it was all for naught.
