Disappointingly, neither Public Enemy's Black Steel in the Hour of Chaos or The Body's Even the Saints Knew Their Hour of Failure and Loss make it clear what time of the day these hours take place. Black Steel... does mention 1 to 10, which is a time, but I don't think they meant it that way.
