Quick plumbing question. Is this a valve?

Just seen I have a small leak from my bidet. Appears to be coming from the left side of the joint tap. Though it doesn't look as simple as a separates washer replacement below the sink, I'm pretty sure that's all it is (from where I can feel the wAter is coming from).
Not something I can do tonight in the dark and it would be inconvenient to turn the water off right now.
My question is this. Are these little things pictured little valves that I can just use a screwdriver to turn off the supply locally for now? That would be quite helpful (until I can get around to fixing it).

Asking just in case.
I don't want to turn the screw, have the whole thing pop off and water go everywhere on Friday night.
 
Yes, those look like isolation valves to me. A quater twist normally and they should cut off the supply

Yes, They are bloody handy things. saves turning off the water to the whole house. do a quarter turn, turn the tap on. If that doesnt work do another quarter turn. I think.
 
OK done. Confusing with the water off (feels like you are just unscrewing something), with the water on you can feel and see exactly where it needs to be. The leak, whatever it is, is beyond the valve so I feel far more comfortable now.
 
The bummer is that the connection to the bidet mixer tap looks very unusual and unfamiliar to me.
My house is falling apart.
Leaking onto wooden beam floors doesn't help.
 
Well... You could just live without a bidet for a while. I mean I can't imagine how, but...

(It's probably not that hard, take some pics of the connection)
 
If its old and difficult to fix, maybe bodge it with some epoxy pipe repair stuff and hope it works till bathroom decorating time.
