No, it's a reference to the episode on which Tuvok is teaching Kes to use her mental powers. They've found the Caretaker's Partner and some of Kes's people, one of whom teaches her to kill plants with her mind. She finds that exciting but is also disturbed that she does. Tuvok teaches her (she is only 2 years old) that this is a good thing. He's wise that way, being much older than other crew members cuz Vulcan.
