Typical Victorian thinking. The passengers were safely out of the wind and rain while the poor driver is up front facing all that the weather could throw at him. A similar arrangement was true of the old B Type buses. They had finally got rid of the horses so there was no need for the driver to be outside with no reigns or whip to hold.

Electric taxis are quite a practical possibility nowadays. They can be recharged while on the rank waiting for a fare and don't need to travel great distances from the rank. It would be another excuse not to go 'south of the river at this time of night'.
