Civil servants deliver services to the community. Just less or more of them depending on who is in power.
Oh and usually when delivering less there is a lot more work involved paradoxically. The lean times are hardest on civil servants as well as those they serve.
Whilst bosses use fancy phrases like:
Delivering more with less
Fit for the future
Managing austerity
To justify the fact you are now doing the job of four people piss poorly when before everyone was resourced effectively and efficiently.
