Help! I'm trying to remember an animation....

from about 20 years ago. It was a childrens film and I think it might have been european.

I thought It was called Peter and his magic brush/paint brush but google and imdb aren't coming up with it so I may have the name wrong.

It was a story about a painter who had to help animals restore the kingdom to niceness. The painter had brown hair and wore a smock and a beret.
It was pretty weird but good. There was a beaver who was a good guy and the only line from the film I remember is the baddy saying 'Did you say beaver??'

Does anyone have a clue what I'm on about??
