I don't want to rain on anyone's parade, but no local I know goes to The Royal Oak. It's a bog standard pubco-owned pub, and the "17th century inn" claim is not true. If on Goodramgate, you'd do better to go to Snickleways Inn (they changed their name to get the tourists in - snickleways are York's tiny shortcut alleways - but despite this failing it is still a good trad drinker's pub) or even The Golden Slipper next door the Oak (on the expensive side but ok).
The best pubs in York are not on Goodramgate, though. For my money, it's The Phoenix, The Golden Ball, The Ackhorne, The Blue Bell and The Slip Inn. If you absolutely have to eat in a pub, The Minster Inn does good pizzas (I said good, for the best you'll need to go to a proper pizza spot), flatbreads, chips and Italian desserts made by a lovely lady, who will stop by to ask you questions if you don't finish your food. You can enjoy it surrounded by friendly locals and their 100 dogs, with a real fire going in the background.
