Seriously though, why haven’t we explored whether there are unpaid volunteers who would be interested in helping the club first?

Because, I would suggest, like it or not, volunteers can be less reliable sometimes, when regularity and commitment are needed week by week. There's nothing to stop people volunteering and turning down any financial incentives on offer, or taking money and putting it into the '12th Man' buckets.
