Apparently those pictures were taken in 2011 at a ceremonial parade in Taipei, so these uniforms might never see the light of day in real combat scenarios.

Maybe Taiwan were keen to join a tradition of having its soldiers look silly on parade by making them wear expressionless faces and ridiculous and impractical garb.

Supposedly the point of those hats is lancers and other cavalry would stab the hat instead of the blokes head so there actually was a reason for the silly hat. The Taiwanese masks are for face protection lots of ideas to stop people being shot in the face none of them are very good though.
