I think it’s a track on the Refinement album samples some lines from the film Betty Blue . Cant remember the name though

Nope, no idea. They're a band where I need the whole album, and tend not to differentiate between tracks.

That said there is a track on disc 2 of Refinement... called "Hiberner Toujours", which might be it.

He says "toujours" before saying the track title, so the full translation is "always moisten the powder".
