Rings, No Rings - Anyone know why?

Now there were no boats coming through so why are the rings disappearing? My friend went down to the River the other night and said the rings weren't down and no boats coming through, so it's not the first time







Whilst down there, I saw these animated displays on County Hall. Don't know how they do it though

If he's any good, he'd be able to fly around them!

Actually, the wind did pick up temporarily on the River, and I wondered if that may have something to do with it?
