Help My laptop will not start. Win10

It’s a Toshiba Satellite L750/L755 according to the sticker.

It has decided to not start. Lately it has been getting very slow, taking several minutes to start. But today it will not start at all.

I‘ve tried f12, I’ve tried to get into safe mode. But the best I can get is this

The white dots circle away quite happy with themselves. But that’s as far as it goes. I’ve left it for half an hour and that’s all that happens, before it then shuts off.

I recently ran the antivirus etc. Yesterday I had to downloaded Firefox because there’s a government “key” I need and, according to them it only works in Firefox. Now I have to access that key, but, the laptop won’t start. Unfortunately, this key is absolutely essential for what I need to do so accessing this laptop is equally essential.

Any help very gratefully received.
 
You need to get it into recovery mode, which is a pain in the arse:


Before you enter safe mode, you need to enter the Windows Recovery Environment (winRE). To do this, you will repeatedly turn your device off, then on:

  1. Hold down the power button for 10 seconds to turn off your device.
  2. Press the power button again to turn on your device.
  3. On the first sign that Windows has started (for example, some devices show the manufacturer’s logo when restarting) hold down the power button for 10 seconds to turn off your device.
  4. Press the power button again to turn on your device.
  5. When Windows restarts, hold down the power button for 10 seconds to turn off your device.
  6. Press the power button again to turn on your device.
  7. Allow your device to fully restart. You will enter winRE.

Any idea how long this should take? It seems to have stalled again after 15 minutes.

As a last resort could you use Firefox on your phone to do whatever?

Just keep trying. It does work. Other option is to download windows 10 on another PC and make a bootable usb stick. Boot to that and I think you can get into recovery mode that way. It's all time consuming though and obv relies on you having another another PC available (in which case, you'd probably already be using it).
 
There might be another reason, although how to deal with it is another matter.

Win10 automatically updates Wednesday / Thursday mornings - several times in recent months I've had my (borrowed) laptop take a long time to wake up on a Thursday morning. Today's re-boot was unusually quick, but I needed to go back and re-open the things I had been working on late yesterday.
 
Just to update on this.

I created a USB rescue disc. It took, literally, hours to do it. Hopefully I'll never need it but you never know.

This morning the computer ran a check and repair followed by update. It was quicker than it has been recently. Shut down worked properly and was quicker than it has been too.

[about a months ago, on a Thursday morning, my (borrowed) laptop got stuck in the Win10 "hello" login swamp, none of the usual switching off and on again worked, so I had to spend a few pounds with one of the fairly local 'puter whizz-kids, they dealt with it, but the icon's just re-appeared ...]
 
What is that?A bootable USB?
There's something called "create start USB" in Windows10 which I used. I presume it means bootable. Anyway that is what I did. It took a very long time and any data on the drive was erased.
