Have I broken the power supply in my desktop PC?

Got a 10 or 12 year old desktop PC which someone else built. I treat it very badly. The covers are always off. Every few years I clean it a bit with the hoover, but I don't get round to putting the covers back on. Finally it packed up. The power and fan would come on but there was nothing on the screen, except the usual message about power saving or something. The C drive, an SSD, did not warm up, so I thought it had probably died. Today I bought a new one, but now the power and fan won't come on. Maybe I spilt some water in it, or kicked it once too often. The power lead works. Should I remove the power supply and have a fiddle? Or set fire to the whole thing?
 
So I need to work out what spec to buy for some moderate gaming. I'd rather plug the PC in and get in the bath. How is anyone suppose to know what graphics card to get? It's worse than reading a council tax bill.
