We had something simillar here years back, only instead of trying to get housing benefit they were trying to get the houses cheap via right to buy, even thought they weren't really living in them.

I remember a case like that from my HB days , a bloke I played football with they ended up not sure of how much he defrauded, over a million they estimated . He got 4 years , I don't know if they got any of the money back.
