Costs to authors and publishers for library books?

I’ve been googling and it seems so difficult to find a simple answer ~ maybe someone can help? what is the cost to a library to lend a book? What goes to the writer and what goes to the publisher?

i was understanding that a library paid more for a printed book than the sale price but it seems I’m wrong? Several years ago it seems publishers would sell books wholesale to buyers for perhaps a 40% discount and to a library a 10% discount?

why do publishers refuse to either provide an ebook licence to a library or do so on limited terms? Some writers do not even allow (or their publishers) to provide a library with a licence for their books.
this might seem like I’m writing an essay and looking for easy answers but I’m really not. I’ve googled and looked but it’s not easy to find this information.

I work in an academic library and the only costs I'm aware of in lending books are staff ones, and these days the majority of staff time connected with circulation would be reshelving as self-service machines take care of the majority of issues and returns. The situation different I think in public libraries
