To be fair, there's a rather large difference between isolated cases of institutionalised abuse at establishments, and an over-arching international conspiracy of abuse.

Same claim was made about Kincora, which turned out to actually be more of a Prod "old boy network" thing than a conspiracy to cover up the involvement of "top politicians".
