I think that's pretty obvious - if I had had to pay expenses or allowances back to the MOD because I had misinterpreted the rules I would stand a 50/50 chance of losing my job with immediate effect purely through administrative action. If it was more than a couple of grand I'd be courts martialed, probably go to prison and certainly lose my pension.
