Bristol has its own sound, London has its own sound, Liverpool has its own sound, Manchester has its own sound, Leeds has its own sound, Birmingham has... UB40 - what about Newcastle? Or the North East in general (Middlesborough, Durham, Sunderland etc. )
The only acts I know are the almighty Newcastle DnB duo Hidden Agenda - moody, deep with a jazzy touch
And Chris Rea (from Middlesborough), who's also pretty moody (definitely bluesy), and very unpretentious (according to a roadie mate).
I can see a bit of link between those two...so who else is there?
