With several buttons that he could record several things into that could be played at a touch of one of those buttons at will. Was that what you were describing?
 
You can even add the recording side of it to the arduino, if necessary.
The only part I'm not 100% sure of is the 'instantaneous' part, as there would be a very small delay between pressing the button and the file starting to play.
 
They're very recent. Teenage engineering only released their first synth in 2010.

The most annoying thing is that I used to have one of these. It came from a sound effect T-shirt that Shippy gave me. 16 buttons and an SD card slot. put 16 .wav files on the card named 1-16 and hit the button. Very cheap and cheerful

I thought of that when I saw this thread.

I still have the t-shirt with the wifi meter built in I got at the same time.
 
BTW. I think you can use 1023 buttons (play back 1023 files) on the Arduino, if you use resistors of known values. Or, if you prefer not to arse about using resistors to determine which key was pressed, look into I2C (I'd certainly be using I2C for this).
I'm only toying at this Atmega stuff, as I (generally) use PIC chips for most of my projects, but there's far more readily available information for Arduino projects, and a much better support group, should you need it.
ETA: Some people don't realise (or forget) that these Atmega processors are far more powerful than a lot of the processors used in a lot of samplers. And, if you want more, the newer RasPi is an awesome bit of kit.

If you just want a means of speaking without using your voice you can use one of the screenreader functions on your phone - type whatever you want to say in some kind of notepad app eg Google Keep and then have the phone read it aloud. In Android it's in settings under Accessibility > Select to Speak, and then you can activate it when you want it. iPhones I haven't done but some instructions here Hear iPhone speak the screen, selected text, and typing feedback
 
If you’ve got an iPhone, look for customisable soundboard in the App Store. There are a couple. Tried one, not got it to work but that is because the buttons aren’t labelled very well for using voice-over. It is free though. Sure must be options on android too.
 
Remember that keyring craze in the late 80s early 90s, those things that played machine-gun sounds, bombs. Really surprised there isn’t one of those off the shelf. X amount of buttons that play X first files on flash memory.
 
I need it quick too. Am recording the sounds and phrases at the moment. Fuck off, love you, 3-meo-pcp, please, thank you, may I. It's OK.
Any other suggestions? I guess I can 'record loads of stuff and add or change the phrases. Ah not on ROM chips though are they one time recordings?

A proprietary device available on Prime would be best though. :D

Yeah this the sort of tech level I want.

I just tried Google. Key words are hard to get right. What results I got were rather alarming and not needed now. Keep going hive mind please.
