Question: why has the Coryton line got an elevated 25k volt cable running along its length?

I was surprised to see elevated 25,000 volt cabling running along the length of the Coryton branch in Cardiff.
There's talk of the line being electrified but why would they run it on what looks like a permanent raised 'railing'?

Ahh I'll admit I didn't zoom in that closely! Although I guess it is a could still be electricity grid related rather than railway related. I know railway lines are often used for utility runs

It can't be live as there don't appear to be any insulators between any of the metalwork. Might just be a conduit for an insulated 25KV cable.
