I read somewhere that he was 'furious' about Dominic Cummings' appointment - I understand there is little love shared between them, and Cummings thinks Smith is incompetent - I guess that could be the root of it?

Well it’s an explanation at least, but given the dividing lines painted you’d think IDS would be inside the tent. I always thought he was a key ally in the Commons for the project. Even if the stuff about Cummings is true it still looks a strange decision.
