What does this mean?

900 ± 440

plus or minus. They are saying there could be an error in the calculation that came to the value 900 and the actual figure could be either between either 460 or 1340.

Yeah... the quantity may be anything up to 3 times as big as the lowest estimate.

I thought that's may be what it meant but got confused because then surely that doesn't actually tell you anything!

It's in the summary of findings and says:

estimated step change of 900 ± 440 X[what the report is about] and an observed net change of -1% relative to the control site

If 440 is more than 1% of the control site, I'd certainly be wondering how meaningful that change was.

Tbf, regardless, depending on timescales and trends, I'd be wondering how meaningful 1% was.

It'd have to be a dataset with a remarkable degree of statistical power for that to be approaching statistical significance.
