Fishing communities threatened?

Ok so the Scottish Government are ploughing ahead with new laws which would make ~10% of Scottish waters highly protected.
Fishers are protesting, as they see their livelihoods under threat, with the entire knock on effect for the whole of the communities.
This is being implemented by SNP-Green coalition. It was one of the Green's demands for joining a coalition.
The fishers are backed by a rural small c conservative faction in the SNP around Kate Forbes and the Ewings. As well as the Tories.
Ffs surely the government can tweak the act to protect both the wildlife and the fishing communities.
What do you think? Is this a necessary evil done for protecting biodiversity? Or are Edinburgh hipsters bullying the Gaels?

Coupled with the repeal of agreements with various countries due to EU laws being brexited, I think fishing could be under serious threat.
 
There is a crying case for a sort of local/traditional/sustainable methods easement - Most of the smaller/local inshore boats in these areas are creelers or line fishers. Its the trawlers, often from out of area or based up here for the season that do the major damage to the seabed.

And yes, whilst the pelagic fishery is still absolutely thriving, the inshore/shelfish boats are in the exact opposite position and very much under threat as access to most of their markets has been severely affected by Brexit.
