Possibly. I had a tyre with a bent nail in it that had managed to pierce the tyre on the way in and on the way back out, and I got it repaired for about five quid IIRC. The bloke even said if the repair didn't hold he'd have one more go at it for free.

Will it hold pressure long enough to get to a garage?

You've been really unlucky there with it happening right on the shoulder of the tyre. The same thing happened to me, again with a practically brand new tyre, last year.

Nah, that's fucked. Holes in the main body, amongst the tread, can be plugged easily. In that position, on the shoulder/sidewall a repair is dodgy as fuck.

Not sure about the tyre, but you could probably get the rim done for about a £100.
