Bristowe Close

Hello, I’m soon to be moving to Bristowe Close in Brockwell Gate and I noticed there is a fence down the bottom separating access to the private housing section. Prior to the fencing it looks like it use to be a walkway of some sort giving Bristowe Close residents access to the other sections of Brockwell Gate and also leads to the gate that gives access to Brockwell from the residence. As it now stands Bristowe Close resdents have to leave the close on the main road and then come back through via the private housing section or simply use the very public entrance also via the main road. Does anyone know if permission was granted for this fencing to block access.
