I remember seeing this in a banned series once maybe on channel 4 years ago. In the first film Nick Broomfield in his first feature length documentary, follows a Juvenile Liaison team consisting of 3 coppers in Burnley intervening with kids getting into trouble. Many are as young as 7or 8 and commited offences such as nicking an apple or some felt pens, or a cowboy suit. It's a very difficult watch and there's a scene where a boy with learning difficulties by his hair by the copper thought to be the best in the unit. It was watching that bit that reminded me I'd seen it before. After it was completed cops harassed parents of kids to withdraw their consent for it to be shown, resulting in a being unseen for a long time.
