Any idea what's going on here? Possible flytipping type scenario

So we have a driveway opposite our house that is shared by a charity shop and a newish grocery shop - always been a bit of a flytipping spot. A few days ago a small white lorry appears and late at night and bunch of blokes having shouty conversations unload piles of rubbish about ten pm, then drive off.

However, later next day they come back, load the crap back onto the lorry and then seem to be parked there for several days (may have moved in that time, I dunno).

Last night, they're unloading piles of crap again, seems to be the same or similar stuff that was there a few days ago. I talk to them and they swear they are taking it away. They seem to maybe be associated with the grocery shop, as evidently someone who owns the driveway had OK'd them being there for several days.

I'm wondering if this is some kind of flytipping deal where they're collecting stuff and just dumping it in different places? Or maybe this is some legit way of dealing with grocery shop crap? Any ideas WTF is going on?
 
My work kept getting fly tipped crap down the side entrance. Was a pain in the arse as nobody could use the back car park so had to fight for spaces at the front. They moved the gate closer to the road in the end and that seems to have stopped it.
 
It’s something that Liberal Democrats used to do when canvassing for council elections. They’d dump a mattress in the road first, then when people on the doorstep complained about fly-tipping they’d say “we’re proactive, us Lib Dems, we’ll just move the mattress ourselves!”. Then, of course, they’d take it away to the street they were going to canvass tomorrow.

Next time your lot show up, ask them to do a bar chart.

Did they take photos of the candidate pointing at it in a high viz vest?
 
They had a van full of stuff they intended to take to x place. Before they managed to do that they, or someone else, needed the van for some other purpose so they've unloaded the stuff and left it there. When they were finished using the van for the other job they loaded it up again and left it parked there until they finally took the stuff to x place.

maybe the tip they were taking the crap to was closed for the day by the time they had gathered it?

could be worth taking notes (registration number) / photographs in case some time they don't come back for it.

didn't the tories stage a photo opportunity once with thatcher and shirley porter doing a litter pick somewhere, where they had spread some (relatively clean and harmless) litter around for them in advance?

That seems plausible, would explain the frequent inning and outing. The lorry is back in driveway having left earlier today, and no crap to be seen. If that is what they are doing, that would explain why they do seem to be making efforts to only unload late at night and to pick up in the morning.
