Raw plugs

How are you supposed to use them? I can't work out what they're for. Apparently it's obvious because nobody tells you what to do with them:

Can somebody explain?
 
The main variation is when you use screws with such large heads that you can drill straight through something, insert a plug and still put the screw in tight without having to remove the thing you're attaching to the wall - "frame fixers" work like that.
 
If you don't use them then your painting/shelf/plasma telly/swinging sex chair's screws are likely to fall out at the worst time.
 
What are you fixing into? Don't need them for wood, need them for plaster or any masonry.

As others have said if you are looking to put a screw into brick, concrete, drywall or anything that isnt wood you really need to use one.
 
For plasterboard, I would go for these for light work :-

The obligatory warning is that if it's a board over a cavity, make sure it isn't asbestos.
